We do not publish a number for KovaPDF's Free plan, because the allowance is set per plan and can change. Every other row is the service's own figure on the day we read it.

The honest answer

Which one should you use?

Choose KovaPDF if…

  • You want templates, bulk send and signing links without paying. On several of the plans above those are paid extras. On KovaPDF they work on Free, within the allowance.
  • You also sign with a certificate. Digital Signature adds PAdES certificate signing, and Verify Signature checks signed files against the EU Trusted Lists.

Choose another service if…

  • You want the biggest published free number. BoldSign's 25 envelopes a month was the largest free figure we found.
  • You want to host it yourself. DocuSeal is open source; on your own server it has no sending limit.
  • You need qualified signatures or ID checks. Docusign sells them. We do not.

How to read the table

Three things matter more than the headline number:

  • How the month counts. Adobe's two come back 30 days after each request; Dropbox Sign's month starts on your sign-up date; most others reset monthly. KovaPDF resets on the 1st of each calendar month (UTC).
  • What a "document" is. Docusign and Zoho count envelopes, which can hold several files. Others count each document. One request here can hold up to 10 documents and go to several people at once.
  • What the free plan leaves out. One template, one user, no bulk send and no reminders are the usual cuts. Check the plan page for the feature you need, not only the count.

Which free plan fits which job

  • A few contracts a month, sent by one person: almost any row works. Pick the one whose signing page you like.
  • The same form to many people (consent forms, onboarding, volunteer waivers): you need bulk send or a public signing link on the free plan. Read bulk send for signature.
  • Signing your own documents only: you do not need e-signature software at all. Sign PDF does it with no account.
  • A legally heavier document such as a deed or a will: check the law first, starting with can you sign a will electronically.

Where we stand

KovaPDF has a Free plan with a limited allowance, and paid Pro and Team plans. Pro removes the limits. The sender makes a free account with a verified email; the people who sign never need one. Signed files get a certificate of completion and a trusted timestamp seal, and each request is deleted 30 days after it finishes.

Questions

Free electronic signature software: common questions

What is the best free electronic signature software?

It depends on the job. By published numbers, BoldSign's free plan was the largest we found (25 envelopes a month). If you need templates and bulk send without paying, KovaPDF includes them on its Free plan within a limited allowance.

Is there completely free e-signature software?

Self-hosted open source tools such as DocuSeal have no sending limit if you run them on your own server. Hosted services all limit their free plans.

Which free plan does not need signers to make an account?

All of the services in the table let signers sign without an account. Some, like Sign.com, ask them to confirm their email with a code.

Does Docusign have a free plan?

Not for sending, when we checked in October 2026. Its plans start with Personal at 5 envelopes a month.

How often is this table checked?

The date at the top of the table is the day we read every row. Prices and limits change, so check the service's page before you decide.
